So mandatory sentences for greater than 10 rd magazine if convicted of a felony is virtually no different than language in S 4-204. That one says
"...the penalty for using a gun in the commission of a violent or felony crime....mandatory minimum sentences of five years with no possibility of...
So I am Wear and Carry Instructor and got tired of this discussion. Then a local Correction Department Sheriff (good guy) in researching for a boss who is not a Sheriff, one of them calls the MSP licensing division and was told 10 rd limit for carrying. Like most here I called B.S not a law...
Just got off zoom call with fellow MD FFLs and lawyers. HB 1396 is very bad, maybe the worst of the bunch in terms of overall effect on 2cd Amendment in MD going forward. Basically it is designed to side step Federal Law called the Protection of Lawful Commerce in Arms Act (PLCAA).
If...
Just got reply back from Delegates Chief of Staff after the questioned the Governor's office based on request for information. Assume I wasn't only one, but answer is I can remain open as an FFL.

Had to turn down an online buyer. In discourse he actually sent link to anti-2a propaganda. He thought first I could ship to his home and second being out of his State, I didn't have to follow his states laws. He wanted to bid on a Glock 43X and it isn't on CA gun roster.

I'm always going with MSP. They would be ones to charge you with a crime. You might be right, bit lawyering up isn't cheap.

No. AR-15 lower is associated with enumerated weapon and could only be legally sold in MD via an e77r through an FFL or MD state Police barracks with 7 day wait. No different than selling a handgun but buyer would not need an HQL. It is not cash and carry like a complete rifle with an HBAR...
