The way I read it, a "home state" permit isn't necessarily required. For example, an OH resident can carry in OH with a non-OH permit. So an OH resident should be legal for car carry thru IL with a UT permit. A VT resident is allowed in VT without any permit...so that too should should allow...

Paper clip or just drop it in. I would highly recommend using a felt tip pen and write your name on the back of the picture. Those little things can come loose from the paperwork.
I"m not so sure about that. I know you won't be able to renew the UT permit unless you have a PA LTCF...but it shouldn't void the UT permit just because you move to a reciprocal state.

What curmudgeon was saying is that a person can drive with a loaded gun with a permit from any state...reciprocity doesn't matter. That same person could not CC in PA or OC/CC in Phila unless they had a recognized permit.
