Unlike all of the other ammo listed, the 7.62 x 39 was developed for an entirely different weapon. What you stated about the "light primer strikes' is not an AR problem, it is a problem with the ammunition itself being used in platform that it was not designed for.

This is a related question. If you are a Designated Collector in MD. Does the MSP or other LE organizations have the right to inspect your collection the way BATF can if you have a federal C&R license? Food for thought.
I believe that it is required by BATF that the serial number on a polymer firearm be just as you stated. I have not seen one polymer hand gun that did not have the serial on a SS metal insert.
