I am having a hard time determining whether this would be classified as a regulated firearm requiring HQL or if it's just considered a shotgun that is simple pick up. Does anyone have any info on that?

I did a VA class to get that permit, then used the same training cert to get FL (which requires training, but not specific class). Once I had those, I did NH (which requires any other permit), so I could carry in PA (which requires a home-state permit, which I don't have).

I'm not so much worried that he won't get confirmed. But it'll take a bit of time for him to get involved, especially with things like the permitting process. And I'm pretty sure he won't be issuing any orders (especially on this) until he's confirmed.
Ah, I see! Well, if your application was received prior to the 2013 FSA law going into effect, then you may be able to still get it processed without the training requirement. Not sure though, so you'd probably need to talk to a lawyer.
If you mean rules on G&S, I'd probably try to push for a basic self defense reason, if and when that becomes accepted. Otherwise you'll likely get a restricted permit.
