      So English as a second language teachers should be held liable if one of their students yells "Fire" in a theatre? Driving instructors should be liable if a student of theirs kills someone while driving? There should be no point at which an instructor should be held liable in civil court.

      I am not sure the point you're trying to make. While this is true, a large part of the blame is on the police force for responding with so many officers. That and not seeing this for what it is and dealing with it quickly: "stay out of the private area and have a great day".
