I think if you do your finger prints electronically the MSP doesn't have to handle the background check. So it would be $75 to MSP, $whatever to where you got you finger prints done electronically.
At least that's how I read it.
Question: The application pg 13 says: State of Maryland County of __________ but I am getting this notarized out of state, should I simply have the notary cross out Maryland and write the applicable state?

Most likely they would take your application and have a nice chat with you about Friday's ruling while doing your finger prints. They wouldn't just hand you a permit over the counter though. The 'system' is still in place to do the investigations.

So if I understand correctly. They can no longer deny a person based on G&S (unless a stay is granted) but could (will) still do the long and drawn out background investigation?
