According to my FFL/SOT if the ATF approves it you are all set. ATF approval trumps MSP because of MD law. They seemed to be thinking of examples when stating this. I'm not claiming they are correct, just reporting what I was told when doing my form 4 post 10/1 on a Krink.
I'm sure the answer isn't known but what about pending form 3s that may not go through until 10/1? Will ATF ever accept the Form 4 transfer to the individual? It would be assumed that purchasing the SBR would be a PO but who knows now?
I have a transfer coming that may contain several magazines with capacities over 20 rounds depending on what I can convince the seller to do. Are their any FFLs in the area that will ship these to a friend out of state (for a fee) instead of stealing them when the transfer comes in?

That would make more sense for the 94 ban and for copycat weapons that would otherwise fail the features test but I can't imagine it would apply to a named assault weapon that was already registered with MSP when purchased as a regulated firearm well before 10/1.
Wait how does the law prevent you from building whatever you want on a grandfathered lower? It's an AR-15 (named assault weapon) possessed before Oct 1.
