Now I've read the text of this bill, and I don't see any exemption for transferring a rifle to a gunsmith for repair, mods, etc... Would that have to go through an FFL also? I could see an eager States Attorney trying to send you to the pen for not being able to work on your own firearms...

Yeah, that is what I suspected also, however it's hard to fault someone out of state for not wanting to take a chance trying to figure out our confusing mess.
