    Have a friend of mine who is on this forum and cant remember his password lol. Found someone selling an AR that was built from the ground up from an 80% lower. The person says the lower is registered in West Virginia in his name. Says the gun is compliant with all maryland law (HBAR). So question should he and can he buy this AR.

    Hmm. Registered in WV. Is the person selling the firearm a resident of West Virginia or a resident of Maryland. Let's start there.

    He'd have to transfer it through an FFL in one of the two states, of course.

    I'm a fan of 80% lowers because I like building things. Not sure I'd want somebody else's 80% build when a proper lower can be had so cheap.

    I doubt it. Not in WV unless he bought it thru an FFL from the builder in WV. But the reason to live in WV is to not have to do that!

    you don't have to take them to your grave. You can't be in the business of, and it has to be marked (s/n etc) in order to sell it.

    Still this has to go through a FFL since another state is involved.

    Why would anyone "register" an 80% build? Makes no sense. I don't think you have to register ARs in WV either.

    hey! i got my password when i got home. i was at work when my friend posted this for me. the seller is lives in MD, but mentioned to me that it is registered in WV.

    seems like i should probably stay clear of it?

    1) Why was an "80% lower" rifle registered in the first place?

    That does not make any sense. WVa. has no requirement to register that rifle.

    2) There are too many great deals on rifle kits and complete rifles to bother with buying someone else's possible headache.

    tell your friend he should find out which department in WV deals with registered firearms, and ask them if serial # xxxxxxx rifle is registered there. (they don't register firearms to my knowledge in WV.... its a joke.... also you should have you friend search for it....cuz a learning experience they need, or the seller.... or whoever actually came up with that.) also, is the seller a west Virginia resident, or just the rifle is registered in WV?. if the two people involved in a gun sale are not residents of the same state it must go through an FFL. for a long gun it could be WV or MD.

    there is some BS somewhere in this story....

    seller told me that it was registered in WV, but he lives in Frederick. he told me that all i would need is a bill of sale to sell it to me.

    i will copy & paste what he told me about it.

    I still don't understand why he's telling you a piece of metal that he made into a firearm is "registered". I mean even if he would have bought a stripped factory made lower or even a fully functioning firearm from a FFL in West Virginia it would have been transferred on a 4473 and that is not registration.
    No need to do paperwork of any kind on a 80% lower which is only a piece of Aluminum shaped like a receiver, basically a paperweight.

    Does the "registered" lower have a serial number? Since the seller is WV a MD FFL will need to xfer it so it really depends if you find an FFL willing to do it or not.

    What is the point of finishing an 80% if you are going to register it? Unless this rifle is being sold dirt cheap I'd pass in favor of a factory built gun.
