    Just received this e-mail from NRA-ILA:

    "House Bill 1002 has been Special Ordered to the floor for consideration by the Maryland House of Delegates and could be heard as early as tomorrow, March 10. This anti-self-defense legislation would prohibit the carrying or possessing of firearms on the property of public institutions of higher education.

    Those who are allowed to lawfully carry a firearm do not present a threat to public safety, as they are one of the most law-abiding segments of the population. These individuals should not be prevented from exercising their right to self-defense simply because they choose to seek a college education.

    It is important that you contact your Delegate and respectfully urge him or her to oppose House Bill 1002 when it comes up for a vote."

    What day do they pass all these bills?

    The email says this one might be as early as tomorrow. They must think it's ready and they're ready to grease the skids.

    Some of the problems/issues with this bill mentioned today, some not:
    - With expanded & remote campuses and outlying buildings, where does it apply?
    - impact of federal law; inadvertent violation could result in lifetime 2A ban.
    - ROTC training on campus
    - HQL/firearms training on campus
    - gunsmithing school/classes banned
    - no history of problems
    - criminals, of course, will ignore
    -
    - etc.

    They'll pass it just because it looks good. If there is no place else with this law, they'll pass it to be first. If others have the law, they'll pass it to keep up. This is the problem with the terror watch list law. NJ has it, a Republican Governor happily signed it. Maryland Republicans naturally have no leg to stand on in the Democrats view now.

    They don't need anything to pass them. They have a supermajority in both houses. Best hope is that Hogan vetoes bad bills (probably won't happen) and even if he does veto them, they can overturn the veto quite easily.

    Yes, a lot more than firearms.

    About half of all tradesmen would be violating this law just carrying their toolbag or box to work at a college.

    Don't forget any hospital that is considered a "medical campus", any state land that works "in cooperation" with a state college (state forest land and the other conservancy projects are frequently funded by U of Md), "learning farms, agricultural extension projects, marine environmental protection education, and things like this... http://extension.umd.edu/woodland U of Md has their hands in a lot of other agencies within the state government....where will it end?

    "As a concerned citizen, I highly recommend that you please vote against this measure. Wear and Carry permit holders are the most law abiding and safest citizens on the streets of Maryland. You will never know who they are until an active shooter or gun wielding criminal attempts something in your neighborhood, on the streets of your town or elsewhere. If a wear and carry permit holder is required to take a class at an institution of higher learning and s/he is working all day and has to go directly to the school which is five minutes from their job, they would not be able to because this law would make it a crime to enter school property with their weapon. They would quite possibly have to travel many miles, wasting gas, time and money just to secure their weapon at home. Why should a law abiding citizen who has been trained and given a permit to carry by the Maryland State Police, be afforded that right where ever they may travel. Turning schools into gun free zone does not make the criminals go away, it emboldens them because they will bring their guns onto campus and rob, rape and possibly murder, because by nature criminals do not care about the law or the consequences of the law. Again I urge you to vote this bill out of existence, it is a bad bill which will had devastating consequences for higher education."

    Submitted written testimony, should be on their desk by the time they get there:

    "To: House Special Order Committee

    I Oppose

    SB906-Weapon –Free higher education zones

    These institutions already have policies in place that are already working according to the Chief of Police for both the University of MD. College Park, and Frostburg State with their own testimonies in the Senate 3/9/2016

    This is an unnecessary overreach of a bill and is a waste of time because no problems exist according to those Chiefs of Police.

    “Educating” our next generation with a built in fear of defensive means does them a disservice, and places them in potential danger.

    The argument that some of the supporters are using such as that these college age people are incapable of rational thought or do not have developed brains yet is hogwash. Tell that to the college age kids that are serving in our military, or consider the fact that according to MD law, under 21 cannot even own a firearm.

    Maryland’s Institutions should be following the lead of Liberty University, and many other states that allow students to protect themselves, and the numbers the proponents of this bill use regarding this are incorrect. You can find the correct numbers with a quick google search.

    This bill is ill conceived and horribly written.

    I urge an UNFAVORABLE report."

    I just called my delegate's office to let them know I oppose the bill. They told me that HB 1002 may be moved to tomorrow, 11 March, so that the delegates can get their arguments together.

    Van Hollen was stroking off the Senate Judicial Proceedings committee yesterday. Always a chance he's pushing this and other levels of stupid in his ride to a U.S. Senate seat.

    News Flash from the Statehouse: our folks talked to Mike Miller this morning to confront him on the fact the fact that the Gun Free Campus bill does not allow trained military carrying concealed or retired police officers to carry conceal while attending class--except if they display a badge, which they won't want to do.

    Miller seemed perplexed, but sensed a military/police backlash apparently. So the bill vote has been suspended until tomorrow, ostensibly because Miller "is attending a funeral and will be unable to preside in the Senate" Yeah right.

    The only hope for our side is to load the bill up with costly language stipulating signage everywhere that the campuses are Gun Free Zones, hoping to kill it with costs. But, it appears they are going to ram this through, so about the only hope is to get as many exceptions for Good Guys as possible.
