So ffl's can still have ak's and pre ban AR's as long as they sell them to out of state residents
Here is the Rub...
Say you take your rifle to a gun store in Pa & put it on consignment...
And 6 months later it hasn't sold & you decide you want it back...
At that point the gun belongs (FFL paperwork wise) to the gun store in Pa...
So then it needs to be shipped to your FFL in Merry-Land...
Where it is impossible for them to re-assign it back to you because it's after 10/1/2013...
So once you put it up for adoption you can't get it back...
If you consign it you do not have to do paperwork to get it back. It is, and always has been your property. At no time was the ownership transferred to the FFL.
I have consigned a couple of guns. Thought better of it and walked out just signing a form saying I had taken it back.
I disagree. If the FFL did not have it on order or in his inventory prior to Sept 2013. He can not possess it either.You can sell it to any ffl, in or out of state. Or you can consign it through an ffl for sale to someone out of state.

I'm no lawyer, but I'm going with this ^^^yes, the law doesn't apply to FFL's.
LEO's can still purchase Pre-Ban ARs in Maryland.
