    This week in Baltimore should be a wake-up call for our entire nation.

    The problem is that we have built an economy that's leaving whole parts of Baltimore, Philadelphia, New York - so many people - behind. People are not being heard – they are frustrated; they are angry; and they feel like they are not needed in our economy. Extreme poverty breeds conditions for extreme violence.

    We need an agenda for American cities. We need to stop ignoring people of color and we need to stop acting like they are disposable citizens in this nation. That's not how our economy is supposed to work or how our country works.

    I’ve spent my whole life on criminal justice issues. My very first job out of law school was as a prosecutor on the West Side of Baltimore, a place now familiar from the images of these last sad several days. When I was mayor, we cut down violent crime, but we also improved how we train and police the police, and we made investments in drug treatment programs to strengthen the community.

    In Maryland, as Governor, I worked to reduce incarceration to 20-year lows. We were able to reduce our recidivism by 15%, and also at the same time reduce violent crime down to 35-year lows. I signed legislation to decriminalize marijuana possession and other minor charges.

    This is constant work. It is not done. We still have a lot of work left to do.

    I am more inclined and more deeply motivated now to address what's wrong with our country and what needs to be healed and what needs to be fixed.

    In Baltimore, we are not defeated as a city, and we are not about to throw in the towel on our country.

    Turning violent criminals loose. Not charging crimes. Plea bargaining away charges. Probation and short sentences. Eliminating laws that criminals violate while passing unconstitutional laws that effect law abiding citizens may make the statistics look good for a presidential race but they don't solve the problems.

    He didn't mention how he successfully strong armed the legislature and got SB281 passed. That was remarkable infringement on law abiding citizens Constitutional right of self defense. If he's merely trying to demonstrate how 'progressive' he is, surely he should have mentioned this.

    Or, maybe he realizes that pointing out what his real legacy is, it may backfire?

    I notice he offers no solutions......that's because as dumb as he is.....he is smart enough to realize he and the rest of his ilk cannot save the inner cities by simply tossing more money at them.......that creates more of the same culture that has been 50 years in the making.....time to turn off the gravy train and me these people responsible for themselves...........

    Hmm... Can you imagine having 3,000+ pro-2A protesters at O'Mao's announcement? I'll be watching for it. You know that Baltimore citizens will have their own protesters. The entire country needs to know about this clown from all the citizens who he scr*wed.

    Well, let's see... he must have done something to replace the jobs lost when the GM assembly plant closed... It wasn't he who signed legislation that drove Beretta jobs out of the state was it? He wasn't involved in the $100 million+ that was spent to revitalized Baltimore to no avail was he? And certainly his 'zero tolerance' crime policies didn't alienate the entire population of Baltimore when he was it's Mayor? Sure Owe Malley, bring us more of your wisdom and leadership.

    People in California will vote for him so he can institute a rain tax ..oops drought there. The people of Arizona will vote for him so he can raise the tolls ...nope no tolls in Arizona. Maybe Utah voter will like him ...I forgot Utah has reciprocity with 32 state
    Well he could come back to Maryland.... NAH we're broke
