    My references have all been called. I had my interview with the trooper yesterday. At the conclusion he said the paperwork would be forwarded for approval and that could take up to a month.

    One other minor point. With the number of military, former military and civilians with government security clearances, apparently the investigator has access to that information. The trooper interviewing me knew about my military experience and security clearances. I mentioned that with a TS clearance, there should be more info in the file than even I know about myself. It may help to resolve lingering questions.


    I also find it very interesting as well as very encouraging that your investigating trooper did not give you the same BS about how they have nothing to do with the approval of any given app.

    As it is very true they may not be the final deciding factor, but at the conclusion their investigation when they send your app forward it will include the troopers final report that I'm sure includes their recommendation of approval or not.

    The fact that your investigating trooper told you that he/she was sending your app "forwarded for approval" is a wonderful sign.

    I can only imagine when the most resent pile of apps are sent to the ranking trooper for the final decision, they not going read them over with a fine tooth comb from top to bottom. I think they greatly rely on the opinion of the investigating trooper findings and their thoughts on what should be done. If anything they will just read the final report presented by the investigating trooper.

    On a side note, i had a horrible experience with the trooper where he refused to answer questions , emails, phones calls over a month period. ( i was very professional and never disrespectful. The trooper was just an ass) After complaining to the permit board, I was contacted by a Lt. of the handgun permit and he apologized for his trooper's behavior and attitude. He also alluded to the fact this trooper has received similar complaints. Amazingly, the LT tried to explain to me that it was due to the fact that I did not have 5 years of experience.

    You know what's funny about this (so to speak, of course):

    That probably same LT, who is likely now a Captain, called me up and asked that I call him back about a screwup related to a process in his department, and I called him repeatedly over the period of several weeks to chat.

    He NEVER called me back. (Remember, he called me...)

    Somedays I think it's just a roll of the dice with the MSP. ...however, I will tell you that I believe the attitudes can/do start from the top down.

    Since this the current person that runs the Licensing Division, it does give credance to anyone concerned that the MSP could have a lack of integrity in the licensing process.

    Of course, we've also seen general attitude vary with different troopers as well.

    Given how professional the troopers of Firearms Registration Dept/Div were during the same time period, on the flip side, I sometimes view the MSP as a house full of inconsistant oddballs.

    Just had my interview in Prince Frederick last Friday. Was in and out in under 10 minutes! Trooper was nice to talk to and did not make me feel like he was giving me the 3rd degree. What I don't understand is what does it matter where I grew up, where I went to High School, what caliber do I plan on carrying when /if I get a permit? Seemed like he was kinda making the questions up on the fly!? Does not appear to be any consistency or uniformity at all in the process. Either way, I guess I'm one step closer to get my permit sometime in the next decade!.....MAYBE

    Well think about it. The trooper’s goal is to learn who you are. How can he do that if during the meeting he just sits and stairs at you as you just site and stare at him? So he asks you questions that to you may seem unimportant. But by answering his questions you have the opportunity to present yourself.

    Depending how you handle yourself during this interview as you answer questions that do not make any sense to you, you give the trooper clues on the type of person you are. You know that line, "Everything you say can be held against you", Well that is very true, but what is equally true, “Everything you say can be a credit for you”. When talking to the trooper about anything you have the opportunity to show the trooper that you’re a level headed person that can be trusted to do the right thing with a carry permit. Likewise, when answering these questions you have an opportunity to show the trooper that maybe you need someone else to tie your shoes for you because you’re not smart enough to tie them yourself as well as think all laws are silly and do not need to be followed.

    Every time you open your mouth to answer or to talk to the trooper, they are not just considering your answer, but also how you say it. They can’t judge a book by its cover; however when the book starts to open its mouth to talk is when they can start to form the rest of the picture.

    For example, they may ask you about your driving record. Now you may say, “What the hell does my driving record have anything to do with my ability to carry a gun?” Well you driving record alone does not have anything to do with it in one way, unless you have one of the driving records that has racked up so many points over the years that driving privileges were taken away a dozen times does show the given person has trouble following laws.

    However the trooper is trying to learn you’re over all feelings on how important it is to you to follow the rules and laws. If when telling the trooper about your driving record you display yourself as a person that is not concerned with following traffic laws, the trooper may come to the conclusions that this same attitude may carry over to other laws. Like carry laws. Some people like to follow the laws because they feel it’s the right thing to do and it is important to them to do the right thing.

    To some other people following the laws is never a big deal and these people are always trying to get away with whatever they can, whenever they can. One of the things the trooper is trying to learn is who you are. How you answer questions about your driving record may give him clues on where you stand and what is important to you when it comes to laws in general.

    Everything you say and answer is a price to a puzzle. When asked what caliber do you plan on carrying, and you answer that you plan on carrying a Smith & Wesson 460XVR Compensated Hunter, or a Desert Eagle .50 cal., the trooper may come to the conclusion that your more concerned with impressing people then self protection. The caliber of choice can show good or bad judgement. So the question of "What Caliber" gives the trooper just one more puzzle piece to work with. As does each and ever question your asked no matter how important they may seem to you.

    "Forwarded for approval" is probably too strong, but it was the impression I got. I hope it is accurate.

    Well even if the trooper did not use the exact words, her/she must have said something in a way that lead you to believe your one more step closer and thats a great thing. You would have been able to tell if you had little hope if the trooper was giving you the BS on how they have nothing to do with the outcome, or any clue on an unlikely approval.

    Status update for me.

    3/7 - App printed.
    3/8 - App filled out.
    3/9 - Prints, Photos, and Notary by Absolute Investigative Services in Towson.
    3/9 - Mailed app and all above docs including DD214 and check for $75 via certified mail with green return confirmation card.
    3/12 - Confirmed package delivery via USPS.com track and confirm.
    3/13 - Found this thread and replied. :D
    3/13 - Got home from work and found a signed green card in the mail.
    3/15 - Just check my bank account and check has cleared.
    12/14- Call from MSP Goldenring. He also called my references. No call back yet and no call to my wife.

    The officer said he still needs to contact my supervisor. That guy is out of town for the holidays so that might be a while.

    The officer was very professional and polite. The only odd question was about how many guns I own.

    Did he mention why he was doing the phone interview instead of a face to face?

    I think it more of a different barracks thing, mine was done just before Memorial day and it was over the phone, I asked if he needed to see me and he said it would not be needed.

    12/14- Call from MSP Goldenring. He also called my references. No call back yet and no call to my wife.
    12/19- Call back from MSP with more in depth questions regaurding my app., alcohol and drug use/history, domestic violence and to schedule a time for an interview. He had also tried to contact my wife at home but said he would try her at work. Not sure if he forgot or was waiting to talk to the wife, but he never asked about or mentioned a time for face to face interview.

    12/20- Wife returned call to MSP. Conversation was about 1 minute. Now I guess I'll just wait to hear back to setup the face to face.

    Those of you who have had the "phone interview", did the trooper tell you that was the interview and no need for a face to face or did you just assume from the in depth questioning that that was it? Just wondering if I should be expecting a call back or not.

    Be thankful you've had any interview, it means you go in the pending pile. My app was the day after yours, and received the same day yours was. My interviews were in April, and my references were contacted on May 2nd. Since then nothing. Same story for many others.

    At least some got interviews. The trooper that received my file refused to interview me since I did not supply G&S. He merely sent my packet back to Pikesville with a no action necessary note. I an back in limbo land...
