    Quick question.

My LGS sells cash&carry heavy barrel AR's over the counter since they are not 'regulated'. Will this style of AR-15 rifle be banned after Oct 1?

They only difference between these and their 'regulated' counterparts seems to be the barrel. Couldn't someone just buy one and swap out the barrel?

Just to address your second question. It would be illegal and put you in possession of a banned and non-grandfathered rifle, but technically yes, after 10/1 someone could buy an HBAR, and swap out the upper (or barrel) with a non-heavy barrel.

It's up to individuals to obey the laws, not up the to gov to make them impossible to break. For example, you probably wouldn't have asked "Couldn't someone just drink a bottle of Jack and drive their car?" or "Couldn't someone just take some clothes off the rack and stick them under their shirt and walk out of the store?". Etc.....

Of course in this case the law we're discussing is a steaming pile of conflicting and unconstitutional crap, but you see the point.
