    most state gun laws were passed pre Heller. to challenge an existing law you need to show that law is harming you, ie you get arrested.

    challenging a new law post heller is easier. if md and ny's ban get struck by the courts, that allows challenges in other states.

    politics may be one factor, but i suspect the appeals court oversight factors in as well (NY and CT are in the same circuit i think). appeals are costly so challenging a similar provision in two states in the same circuit is redundant. CO was nothing compared to what passed in MD, and CA... are there
    even gun owners left to complain out there? i am just guessing as well, but these choices seem logical to me. Keep in mind a win in the appeals court applies more broadly throughout the circuit.
