    FYI...Delaware County in PA is the closest sheriff's office for PA license. Short drive as it is in person only. Will take two visits, drop off application and another to pick up.
    The application can be done online and then just picked up with one trip

    UMBC still does ink fingerprinting. Renewed my FL permit about 2 months ago using their services.

    Why would someone in Cecil make 2 (longer) trips to Delaware county when he can just do one to Chester, Lancaster or York?

    Yes within FL you are constitutional carry, but they still issue licenses because of reciprocity. If you live in FL and never travel, there is no reason to get a FL permit. Florida resident and non resident permits let you carry in almost all the same states as Utah except Washington state and documented prior training is accepted

    I believe Fla requires LE to do the ink.
    That have accepted absolute investigations (google them) ink card.
    Make sure your order the blue cards from Fla to use.
    Other than that, like someone said. UMBC police will do it. They are in Catonsville. I have used both. AI and UMBC. Not sure about any locations near you though. Call the local sheriffs offices.

    FL still issues non-resident permits which may be recognized by other states (DE, etc )

    Wild guess , the OP wants Delaware , didn't want to take a Utah class .

    ( Utah Class is actually worthwhile, and the $25 renewals every 5 years are very cost effective.

    But yeah , now that Fla is Con Carry for visitors , it dropped off my radar .)
