    1. Good job, VCDL! Virginia Beach resolution coming up on Tuesday has been fixed!



    On Tuesday, March 15, at 6 pm, the Virginia Beach City Council is going to take up a resolution requested by City Council member Sabrina Wooten.

    The resolution was going to "Create a Memorial for Victims of Gun Violence" and is item K.6. on the agenda.

    Virginia Beach City Council was flooded with calls and emails in opposition to the resolution as it only targeted one kind of violence – that involving the misuse of firearms. Ms. Wooten was also contacted by many of you directly.

    The result is Ms. Wooten has changed her proposed resolution and it no longer mentions guns and she has agreed to make one final change that VCDL suggested: that INNOCENT victims of violence be remembered (as opposed to two gang bangers who shoot each other protecting their drug turf).

    Here is the new resolution:

    A RESOLUTION TO CREATE A GONE TOO SOON MEMORIAL

    WHEREAS, life is precious, and when people die unexpectedly, their loved ones are left distraught and grieving;

    WHEREAS, the residents of Virginia Beach who have lost friends, family members, and loved ones could be comforted by a memorial to those who are gone too soon; and

    WHEREAS, the City Council desires to create a Gone Too Soon Memorial for people who passed away prematurely, including those who died of COVID-19 or other illnesses and those whose innocent lives were cut short by acts of violence;

    NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH, VIRGINIA:

    That the City Manager shall develop for the City Council’s approval a Gone Too Soon Memorial to memorialize City residents who died prematurely, starting with a memorial website, but to include physical memorials, such as the planting of trees throughout our community;

    BE IT FURTHER RESOLVED:

    That the City Manager is directed to undertake this initiative using existing appropriations, but if there is a need for the City Council to provide additional appropriation authority, the City Manager is directed to communicate that need to the City Council.

    Adopted by the Council of the City of Virginia Beach, Virginia this ___ day of _________, 2022.

    I will be attending and speaking at the meeting virtually. VCDL has dropped its opposition and is now neutral on the resolution.

    And thanks to Council member Wooten for listening and being open to adjusting her resolution to be more inclusive of all innocent victims who have lost their lives too soon.



    2. Governor Youngkin signed the switchblade bill, effective July 1



    As expected, Governor Youngkin has signed the bill making switchblades legal in Virginia! Many thanks to Governor Youngkin!

    Important notes:

    The law does not become effective until July 1. So, switchblades remain illegal until that date.
    Switchblades cannot be carried concealed, unless in your own home or the curtilage around your home. We will work on fixing that issue in 2023. Open carry outside your home or having the switchblade locked out of reach is your only legal option until we get the law fixed on concealed carry.



    3. General Assembly is over for this session



    The General Assembly session is now over. No gun control bills were passed in this session.

    Looks like there will be a special session of the General Assembly later in the year.

    In the meantime, the last two gun-related bills that were in front of the General Assembly will not be heard until the special session convenes. We will let you know when these bills come up in the future:

    HB 1306, Delegate Simon, deals with removal of serial numbers from firearms. This bill will be in conference committee whenever the special session convenes later in the year.
    HB 847, Senator McClellan, creates a Virginia Center for Firearm Violence Intervention and Prevention. This bill will be in conference committee whenever the special session convenes later in the year.

    4. VCDL virtual membership meeting on Thursday at 8pm



    REMINDER: This Thursday (which is the third Thursday of the month), March 17, the VCDL holds our LIVE, online, general membership meeting at 8pm.

    Member Janet G. compiled the charts below to help visualize why gun control is not useful in lowering violent crime. The availability of guns is not what is driving violent crime in the United States.





    7. Remember not to inadvertently carry firearms into TSA checkpoints!



    Because gun-controllers don’t carry guns, they will never understand that when a person does carry a gun regularly, it is easy for that person to forget that they are carrying as they go about their daily life. It’s sort of like a wristwatch. You put it on and forget about it until you need to know what time it is.

    That said, as gun owners we are responsible for where we carry a gun. Be sure to search any carry-on items for firearms, magazines, ammunition, knives, etc. before you leave for the airport. Pat yourself down to make sure you don’t have one on your person. If you have a gun or guns in your checked luggage, make sure they are secured as required by federal law and the rules of the airline. (Federal law requires firearms to be stored unloaded and in a locked case which has a lock that is NOT TSA compliant. That case can be put in your regular TSA-compliant locked luggage at that point. Ammunition, which is allowed in limited quantities, should be stored in the original factory container, but storage in magazines may be permissible – check with the airline. I personally place my ammunition in its own locked container before putting it in my regular suitcase along with my gun in its locked container.) Any firearm(s) in your checked luggage must be declared when you check in at the airline counter.
