I can't speak for the mods, but there are all kinds of issues with local hosting of media unless the server is set up for it (which is $$$). While storage space is cheap these days, bandwidth is not and serving up large files would increase the overhead to run the site.

So best-practice is to upload to Youtube or Vimeo and link to it using a shortcode. Experience is the same for the end user, with none of the hassle.
