While SB 281 is clearly an abomination, HB 211 has some merit in terms of cleaning up carry permits (and compliance with the Woollard decision). What does everyone think?

My reading is that it: a) requires investigation to be complete and a permit issued within 45 days; b) removes the "good and substantial reason" language; and c) has a lot of reasonable mental health provisions (provided they aren't interpreted as making health professionals agents of the State).

(a) Subject to subsection (b) of this section, the Secretary shall issue a permit within [a reasonable time] 45 DAYS to a person who the Secretary finds:

(ii) has good and substantial reason to wear, carry, or transport
a handgun, such as a finding that the permit is necessary as a reasonable precaution
