Neighbor just purchase a TED WILLIAMS (SEARS & ROEBUCK) M-300 12 ga. Semi Auto with 26" Barrel in great shape.
He stopped-by and asked if safe to shoot steel shot, any ideas?

That gun is a Winchester 1400 made by Winchester as the M-300 specifically for Sears.
There is no reason not to shoot steel 2-3/4" loads. Many tout it as better built and better quality than the parent 1400.
It's a good, solid gun. It has a few issues to watch for, same as all early semi's of the late '60s. He should search for an instruction manual.
