    I know we need 29" OAL in a "fully extended position." Would/could the following stock be theoretically measured in its "extended" pos giving a few extra inches

    when was the gun purchased? I will assume it is a rifle IANAL or ATF agent but I would say yes. Hopefully in 2 years the ATF does not change their mind about guns like this where the recoil systems in contained fully in the upper without use of a buffer. If the muzzle device is pinned and welded then measurement is from the muzzle device if the muzzle device is not P/W then its from the end of the barrel.
