I have a Rossi 92 style lever action in 357/38. It's always had pretty stiff lever action. Are there any reliable kits to reduce the effort?

Yes. Steve's spring kit will not smooth out the older Rossi rifles, they will just make it easier to open and close the bolt. Rossi actions need a good stoneing on moving parts and contact surfaces to make them smooth and have a crisp trigger pull.I have a Rossi 92 style lever action in 357/38.
