Wheel gun aka revolver falls into the "restricted" weapons catagory in MD. BTW, MD resident has HQL.

Not restricted, regulated is the term you’re looking for and in MD it makes no difference ce whether it’s regulated (handgun) or not (long gun) as long as it’s. Legal in MD. In either case it needs to be transferred via a MD FFL.

Doesn’t the MD law exempt FFL03s for all long guns, not just C&Rs, because of the way state law defines “dealer’s license” and “licensee?”

MD and feds don’t care about whether it’s sold or gifted. They regulate transfers, not sales, in that case.

Yes in theory. I will not the FFL-03 that tests that with modern long guns.

Those sorts of laws are why Rule of Lenity exists.

But of course, in all Progressive states (aka MD), they'll flip lenity to the advantage of the State when they bust you and are before a jury.
