Isn't this akin to martial law?
The phrase "martial law" might evoke a violent, emotional reaction from the citizens and also deter law enforcement from carrying out the governor's edicts. "Public health emergency" is more likely to get citizens to fall into line.

WHoda thunk that NM would be so liberal?
    MD says “hold my beer”
Actually, we have some protections in the 4th circuit.

One of the Carolina's governor ordered disarment for 30 days in preparation for a hurricane and its aftermath a few years ago.

That order was struck down as unconstitutional, IIRC.

    Edit: here it is

It was always great. It just became improper. And not done.

In this case, I vote for the "blunt end" version. Described in detail by historian Tessa Dunlap in a documentary on vlad dracula.
    Indeed. The only proper way

W.R.T. prisons. I believe if upon release prisoners would be forced to relocate into a different state for a minimum of say 5 years the revolving door could be broken. Then again, I'm a strong advocate for the death penalty for folks that murder and disable other folks.

Actually even before that in 2006, after the crap in New Orleans during Katrina.

NM went 52% for Biden. Dem governor and legislature, Democrat senators, and Democrat Reps. This will just boost her campaign funding.

Part of me thinks that after some of the J6 prisoners are released, they may take it upon themselves to solve some of the tyranny issues we have…right out of Matt Bracken’s “Enemies Foreign and Domestic.”

They should also reform people. I think if people, particularly younger offenders, were sentenced to a trade or degree and their record expunged after completion we would cut recidivism tremendously.
Was this not the way with some judges back in the day? Enlist in the armed services or get enrolled in prison.

Her response when asked if she violated her oath to uphold the Constitution:

"No constitutional right, in my view, including my oath, is intended to be absolute," she retorted. Grisham cited restrictions on free speech as an example of how rights can be curtailed in emergency situations.

Justice Gorsuch covers the 10th Circuit, which includes New Mexico.

Hoping an injunction can be fast tracked to him, although "fast" and the legal system rarely go together.
