How about a P-64 (9x18 Makarov), or if you want something bigger, a Ballester Mollina (.45 ACP)? Both can be had without the HQL. There are other really nice C&R pistols available as well.

Lou (Shooters Discount) had a nice Ballester Mollina for less than $700. P-64's are available for about $300. You can get these after the 7 day wait, no training, no HQL, no BS.

Of course, if you want a Glock or Px4, you'll need the HQL.
