Charles County Sherrif's office is handing out flyers that advise the following:
Police officers were patrolling the area of Westlake High School on October 26th at around 6:49pm when they heard gunshots.
They searched the area and found a male and female on a footpath in the area of Fur Seal Court. Both were suffering from gunshot wounds and transported for medical treatment. The female was pronounced dead at the hospital.
Detectives are pursuing leads and asking for information from anyone who may have information related to this murder.

My personal conversation with one of the officers who was handing out flyers in the Hampshire neighborhood said the following:
Husband and wife (Hampshire Residents) were shot while walking their leashed dog
Suspect is described as a light skin black male, possibly between 16 - 18 years old with some sort of light facial hair.
The attack was completely unprovoked, they passed the murderer (lets not call him a suspect, he's a murderer) on the path and he opened fire and shot both of them.
Stay vigilant. With the murderer "on the loose" and the storm and Halloween coming, you can't be too careful. As this was an unprovoked attack, it would be wise to take extra precaution.
