If the state mandates a minimum course content by subject and you cover everything in under 8 hours and everyone passes the test why does the time itself matter? It’s like saying “you have two hours to finish the exam, finishing early will be an automatic failure”.

It's meant to be onerous...not tied to "safety" at all...the 16 hours was not based on ANY empirical data... (besides the fact that even requiring 1 minute of training is unconstitutional)
