Sounds like you've never been there. It's basically a fairly high density, pre-war suburban area, with some very nice, upscale-appearing neighborhoods. I would expect it to be a lot safer than a suburban shopping mall.
As a carpenter, I've worked on some nice houses in the general area. I haven't been on the Morgan State campus, but I've driven past it many times while working in the area and making Home Depot runs for work materials. The Home Depot is at a somewhat sketchy shopping center, but I don't think it's an especially life-threatening area.
It's wise to be alert to potential threats both there and in my own "safe" Carroll County neighborhood.
I've been doing the same, and to my own surprise, I've been carrying everywhere every day since I got my permit.

Also agreed with your post. As Baltimore goes, that area is better than many.
