    My interweb search skills are failing me today. What is the Fillibuster procedure in Maryland?

    Thinking its pretty much the same as federally? You get acknowledged by the President of the Senate and speak until you are done. They can vote for "cloture" (I believe its called) which seeks to limit the amount of debate on the floor. So its important to have the votes to keep speaking and in this state you naturally need some Democrats to be with you on that.

    Is a simple majority needed or is it 2/3?
    The vote is going to be 20-27 in the senate, they would need 31 votes to stop the Fillibuster(if by the 2/3 rule). I am just unsure of how they start the Fillibuster.

    I am hearing its 19 however I don't know that its possible to filibuster a bill coming back returning to the originating chamber. I don't know that it isn't either.

    I'm not sure, but I don't think they will even have an opportunity to debate the bill once it comes from the conference. I think it will only be a vote up or down.
