Yeah I searched and nothing really came up...

I am just looking to summarize this because a friend of mine wants to build a MD compliant AR-15.

HBAR marked barrel (no grenade detents)
Flash suppressor OR folding/telescoping stock, but not both

    Above would be .233/556.

    Is any other caliber regulated/controlled?

See what you can buy online and match that. As far as I know all you need is a marked or advertised HBAR barrel. The stock and muzzle device don't matter.

Yes, and there is no diameter requirement to be an HBAR. It just needs to be marked or advertised as such.

    Cool thanks!

If anyone sees any deals on complete HBAR rifle kits (or at least complete uppers with BCG) for a great deal please post here! I have plenty of ARs but a friend of mine needs his first.

Goon on PSA. I noticed this banner at the top of their page in response to the pending and likely to pass Washington state bill banning sale, manufacture and import of all ARs (but not possession).

Best bet is always: Buy a complete lower group (cash-and-carry), then buy all parts to build the upper, including an MD-compliant barrel (e.g., from Engage, Centurion, etc.) Depending on where you source the parts, you might even save money. It's still possible to have a configuration in MD that is (essentially) the same as an AR in a free state. (E.g., Engage Armament sells Geissele Super Duty rifles that are pretty much the same as the factory guns, except that they've had barrels swapped for barrels marked "HB".)

Here are a couple well-made heavy profile barreled uppers:

Those are REALLY pricey for a basic, no frills upper.

Depending on how spendy you want to get, and if you want to pin/weld the flash hider, Colt SOCOM M4 barrels are HBAR barrels.

    As are Criterion barrels.

There's a place in Maryland called S&S Guns who has decent prices too - I bought a 16" Ballistic Advantage HBAR for build from them - the price was right and they keep them in stock due to Maryland laws.

As the owner of a Colt M4A1 Block 1 clone with a 14.5” SOCOM-profile barrel, I endorse this option.

My bud who is building this just bought a stripped lower and a stripped upper. So we'll look at the above barrels as well as complete uppers (HBAR). He bought the stripped upper because the FFL told him the upper and the lower had to match (same brand). I told him he was full of shit.
