My sling swivel underneath the handguard is made up of two pieces, is this normal?

Actually its three pieces, the band, the screw and the swivel if you are talking about the front sling swivel.

This is what I mean. It's marked "S" for Savage I believe.

Okay. Wouldn't that cause problems if the rifle is slinged?

Yes, thats another reason I prefer Lee Enfields other than Savage-made ones. In reality the loop is supposed to be centered & staked in place by the two little "ears" on the loop & matching dimples on the swivel. You could always push it back to center & add a bit of solder, braze or epoxy to keep the thing together.
