Yes and you can do it face to face.

And if it is dated 1898 or earlier, you can sell it to non licensees in another state.

SB281 clearly spells out the fact that BOLT action Russian rifles which have a fixed magazine capable of holding 5 rounds or more will be ILLEGAL to purchase after October 1, 2013.

The Mosin Nagants with 4 round detachable magazines will still be legal after SB281 goes into effect.

Mosins are as bland looking as can be, so of course they'll still be legal after October 1st.
