What's the difference between Federal and non? They have to follow the same laws.

The difference is in SB1, it makes an exception for federal leosa, but not for leosa from non Maryland state agencies.

No it states “the State or another State or a local unit of the State or another state.” So ALL retired in good standing Leos are exempt.

That's correct, as it was ultimately enacted as amended on the last day of the Session. Guess who pushed the amendment that made that it happen.
