Well, that escalated quickly...

IMO it's not regulated--not on the list by name nor a direct clone of an AR15. But like many other rifles that are not regulated but look like they should be, your mileage may vary.

My best advice would be start calling FFLs close to you that you'd like to work with, and find one that gives you the answer you are looking for. Or at least one willing to make a call to the MSP and get an "official" answer.

On the serious side (no jacking off here):

An AR10 type lower (semiauto) is NON-regulated and so be also applied to complete AR10 type guns providing no NFA characteristics apply.

If a dealer wants to run it as regulated, let him/her run it as such OR seek another dealer that knows better.
