Its just a piece of paper. I've been licensed for over 35 years, I've seen plenty with the correct credentials but didn't know one end of the tools from the other.

I agree its a piece of paper,like a diploma, degree or Dd214 all pieces of paper, but those pieces of paper also show that someone has at least taken the time to complete the requirements to achieve such pieces of paper,I've seen ase that didn't meen squat but for the most part it does meen something,as far as electrician, that is a big liability if someone isn't up to codes and licensed.
