How many references are necessary, im old!

I want a CCW, however, many of my "friends" peeps i worked with are not around anymore or they are of a colorful lifestyle, Any suggestions as to what recourse I might have? So far I only have 1! ALL the others don't want to"because" of their past, I have a HQL and a Form Letter from public Safety that says Im good to go, BTW Im 70

They currently don’t call references, but I wouldn’t recommend submitting an incomplete application. You don’t have 3 friends?
