You can start the application at any time. Just need the training certificate (if you're not exempt), fingerprints and photo to finalize it. If you plan on requesting a free HQL you need to wait until you get the W&C permit to request it.

No. Your application start date has nothing to do with it.

Training must be completed within two years prior to application submission. Fingerprints within one year.

You cannot submit the app without prints and your training cert

Previous prints for W&C are good for 1 year now
Training is good for two years prior

I just got my email that my app was approved. Hallelujah. I submitted all my paperwork within days of the Gov's orders. DD214. That was pretty quick.
