I went through background and waiting period in the 90s for a handgun purchase. Do I need to go through full process to purchase handgun now or am grandfathered in from that purchase. My Mother in law is getting up in age and wants to give me a handgun. I want to make this as fast as possible.

Do it all over every time you buy a handgun in Marylandistan
It's worse than that, he now needs an HQL, and then wait 7 days for each firearm, and can only receive one transfer every 30 days, unless he has/gets the Designated Collector letter from MSP.

The only benefit here is that your prior purchase exempts you from the training component of the HQL application process. When you apply, you will select that you have the training exemption and then you will need to provide the make/model and serial # which they will use to reference that you do in fact already own a regulated firearm.

In summary, all you need is fingerprints and to fill out the application. Any LiveScan facility should be able to help you.
