...just don't ask me exactly what it is :o

Looks like the R's and the NRA attached some C&R specific riders to the spending bill, along with other pro-gun stuff. This has been happening for years, but this year it appears some were made permanent
The best part is hearing how Rep. Carolyn "The Shoulder Thing that Goes Up" McCarthy had to vote for it :D

Can anyone find the line item legislation for the spending bill? I'd love to find out what the specifics are.

Here's the article and you can listen to the NPR segment as well.

"One rider prevents the Department of Justice from requiring gun dealers to conduct an inventory to see if guns are lost or stolen. Another requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to make it clear that any data from criminal traces on guns can't be used to draw broad conclusions about firearms-related crime. A couple deal with curios and relics — collectible guns"

    Well.. Thats sure interesting...

Here's a summary of the anti-gun take on this:

"This can be seen in the fact that since 1996 ATF has been banned from changing the definition of what firearms constitute “curios or relics.” Under current federal regulations, curios or relics are defined as firearms “which are of special interest to collectors by reason of some quality other than is associated with firearms intended for sporting use or as offensive or defensive weapons.” Any firearm that was manufactured at least 50 years ago qualifies as a curio or relic, as well as others of museum interest or that are otherwise rare or novel. Curio and relic firearms occupy a unique place in the federal firearms licensing scheme. Individuals can obtain a collectors firearms license from ATF that allows them to buy and sell curio and relic firearms in interstate commerce—particularly online—without going through the federal firearms licensing procedure and without the requirement of a national instant background check. Constraining ATF’s ability to evaluate the guns receiving curio or relic classification and requiring that the current definition remains unchanged means that there are dangerous, serviceable weapons in our communities, including some semiautomatic military surplus rifles manufactured only 50 years ago, which are subject to far less stringent regulations than comparable modern weapons. These are not merely antique guns that are locked away in display cases—modern semiautomatic rifles such as the SKS and Dragunov SVD currently qualify as curios and relics. What’s more, so-called curio and relic guns have been used in crimes in the United States. Case in point: In 2011 a teenager in New Mexico was charged with murdering his father by shooting him with a 'Russian war rifle from 1936.' "

Their "case in point" is that an antique rifle from 60+ years ago can kill you. Duh! So can any rifle, of any age. I wouldn't want to stand in front of a Napoleon cannon that's about to be fired, either. Pretty certainly, the rifle in question was a Mosin-Nagant ... not, of course, an assault weapon or even a semi-auto. "Guns can kill people!" Why is this news? So can cars, swimming pools, and ham sandwiches.

For once some good news. This keeps the ATF from yanking C&R designation for those guns it deems "unsuitable" for whatever reason. Not hard to see how we'd be jerked around by the politics of the moment. Figure that they'd axe the SKS, SVT-40, Garand, so-evil-it's-not-importable-by-the-CMP M1 Carbine, Beretta 1951, you name it.
This gives us some stability and cover from meddling pols.

Note how the libs take the SVD out of context. There are probably only a 100 or so in the country that are C&R eligible.
But I figured we'd get this fight sooner or later as more modern firearms hit the 50 yr mark and automatically become eligible (semi auto pistols esp). Knew that would chap the *ss of the gun grabbers, assuming they took the time to become educated on the subject.

Well thats strange, last time I checked it was a Federal Firearm License. I wish they would have told us sooner, I could have saved thirty bucks.
