I think the obvious intent is to include those who would answer, "I don't have a permit yet, but I expect to soon, because I have applied for one, but that application is still pending. I do, however, have plenty of commas, and I'm not afraid to use them."

Eruby elected to use a shorter, and dare I say, more succinct version of that option.
