chantilly show allow private C&R sales?

I remember back in the day like 08-12 when i frequented the nations gun show I would see guys with C&R rifles on their back with a price taped to it while they did their shopping.

I haven't seen any the last 2 times i went, just guys who bought a gun and have a terrible sickness like me of walking around still with it looking for more deals.

Obviously it would need to be ziptied but idk if its allowed anymore? Can someone fill me in?
