Are Castle Nuts only used on non rifle-length buffer tubes? Are they used only on telescoping stocks?

Correct. Rifle-length tubes do not use a castle nut.

This applies to carbine, A5 and rifle tubes (receiver extensions). Can't say about all the pistol variants that have been made.
