    If I didn't any better I d say that’s a pretty high likelihood.
    Only a moron would put something like that in a rifle barrel.
    At least the Navy had some engineering background and a laboratory method for an application such as that.

    Damn, stuck sleeve is looking pretty probable to me - but it wouldn't be the first time I've ever been wrong - but the piece of brass has me wondering. Case head separation/fracture that fused the sleeve to chamber walls??

    Probably going to be need to be reamed either way once it's cleared out.
    I don’t know where you’re at but if you were nearby that would only take a few minutes.
    If you could verify all that garbage was cleared out of the way one quick shot would let you know if the chamber was sticky enough to ream, or maybe not.
    Getting a good clean cast first could give you some insight for what’s up.
