The ATF states "A nonlicensee may mail a shotgun or rifle to a resident of their own state or to a licensee in any state."...

But if someone refuses to ship a shotgun (one which is rare and one really wants) to Maryland, is it considered an issue (illegal) if a Marylander were to legally purchase a shotgun in another state from a gun dealer (or an individual) and drive back to Maryland with the shotgun?

Perfectly legal as long as the shotgun is legal for sale in both states.
Correction as noted below by Bigfoot44, you may only do that from a Dealer.
If purchased from an individual in another state, it must be transferred by a MD FFL.

you cannot buy a long gun from an individual of another state without going thru an ffl. you can meet them at their ffl (and do a background check) or they can mail it to your ffl or meet you at your ffl (and do a background check). you can buy a long gun at an out of state ffl and bring it home. purchases (firearms) must be legal in both states.

What about buying from an individual in a state which that is perfectly legal?
What would make a long barrel shotgun illegal in MD?
Would lever action be an attribute?
Only shotgun that I can think of that would be illegal would be one on the banned list. (Street Sweeper for instance)
Lever action shotgun would be fine AFAIK.
Buying from an individual in another state requires that it go through an FFL

Yeah, f2f long gun transfers in MD were banned a couple years ago.

And Maryland is so much safer now, the rising murder rate shows it's working. :sarcasm:

I used to buy long guns (couple of lever action and shotguns) at the now defunct Franklin Armory in Tennessee and bring’em here. Many pistols I bought on my C&R.

sadly, all disappeared in a tragic ice fishing accident.
