So its my understanding that under federal law if it is "homemade" there's no requirement to register it..right? (atf looked into this after the 3d printer issue arose and said they had no control over it) So we could build ARs from these and not have to have them regulated or even have the gov know of their existence? Im liking this idea... lol

Yes, you do not need to register it. I can assure you that the ATF made this ruling long before the 3D printer came a long. The wording is right on their website.

question here on 80%'s, How would the state/ATF know the difference between an 80% receiver than one with a serial number removed and cleaned up and painted. Not that criminals would take the time to do this but just for hypothetical purposes. My concern is not on the criminal side but if for any reason a Cop questioned your 80% would they think it was okay or stolen and the S/N removed? I guess I would just keep my receipt to be sure but really no way to prove other than that since its not regulated or any record of purchase through FFL.

The 80% I just competed a couple of months ago has all the correct markings engraved.

    I had the fallowing engraved:

    Make - My name
    Model - OJ-15
Place of Manufacture - Nottingham, MD
    Caliber - Multi
    Serial Number

I did this because I didn't want any questions asked by a unknowing LEO. Most of them have no idea it's legal to manufacture your own firearm and if you have all of the correct information engraved then there are no questions to be asked. I also have something to identify it just in case it gets stolen.

Who did the engraving for you?

Drill presses were designed to drill holes vertically and a mill was designed to cut horizontally and at different angles.

Totally illegal. You have to do it yourself. There was even a company that got shut down for letting customers put their 80% receivers in a machine and pressing a button that milled it for them.

It's called a CNC machine and that is perfectly legal. I know the story you are referring to and it's not 100% accurate. The ATF actually had undercover agents going into this shop for months. The shop was collecting a fee and finishing the lowers.

It is 100% legal to use someone else's CNC machine to finish an 80% lower. You must place the lower into the machine, push the big green button and then re-position it as necessary. The machines owner is able to walk you through the process but he cannot touch the lower during the process.

In California, they have been getting around their laws using 80% receivers for years. They have also had build party's for years where someone who owns a mill or CNC hosts it.

Again, there is nothing in the law that states you cannot barrow or use someone else's equipment. You just need to do the work on your own and can be the only one who touches the receiver during the process. The owner of the machine can tell you what to do and walk you through the whole process.

This provides good CYA with regard to Federal Law --I would add
a date of manufacture to provide proof of pre-ban ownership WRT the pending Maryland law. A receipt from engraver would support this as well.

I had the date engraved under neath the pistol grip just in case I ever need it.

I also took multiple pictures of the completed rifle. All of which have a time stamp. I will be mailing these pictures to myself through certified mail so that it requires a signature and the post office stamps it with a delivered date. I'll keep the unopened envelope in my safe until I need it. I will also be uploading many time stamped pictures to various cloud based servers. By the time I get done, it's going to be very hard for the state to make a case if that time ever arises.

This is exactly what I was getting at, I am not worried about the crime lab, I am just worried about the unknowing LEO thinking I have a stolen or illegal weapon, not that the situation would likely ever arise but just a CYA move to have it engraved with all of your info, I kind of like the idea. I know you said your buddy but does anyone know of a place to get them engraved?

I can ask my friend but he's been very busy lately. He could barely find the time to do mine.

If you do get it done and you have to ship it somewhere, I would highly advise you send it out before completing it.
