Loaded up some 38spl rounds to determine which load would be best with the powder I have on hand. Loaded some Hornady XTP 158 g with 3.5, 3.7, 3.9g Titegroup. Shot 50 yds and all loads sucked. Shot from Ruger 77/357 bolt gun and Marlin 1894 lever gun. All shots low and all over the place below POI. I know Titegroup is not ideal for pistol caliber carbine, but that and Bullseye are what I have on hand.

Makes sense that they are hitting low since those 38 spl loads are meant for handguns. I'd try doing 357 magnum loads as they are faster and may produce better groupings suitable for your barrel length and twist. Hodgon has rifle load data for the same projectile and titegroup.

TiteGroup is touted as not being position sensitive. I don't know if this is false or the powder just isn't good for rifle distance accuracy. I have had similar experiences as you with Titegroup in lever action rifles and carbines. In 38 special, 357 magnum, 44-40 and 45 Colt.
I use Titegroup in revolvers and at 15 or 25 yards max it does pretty good. I have not been able to get acceptable 100 yard accuracy out of any rifle/carbine I have.
