It won't cycle in your standard rifle.... But put a suppressor on the barrel of that same rifle and it will cycle.
At least thats how I read it.... You also have to remember that a suppressor increases backpressure a lot... IE people getting "Gasbuster" charging handles for shooting suppressed AR's

We had laughs Saturday at the range over the 10/22 being the most accurate rifle there. Sometimes too accurate, almost starts getting boring.

Yeah, my .22 is, by far, the most accurate gun I own.
