    Even more odd that the entire WV senate said 'yes' @ 34-0 with 11 democrats voting.

    I think this is probably seen as an additional revenue stream for the sheriffs. It doesn't really affect the laws of the state otherwise. So there really isn't much to oppose on any side of the aisle.
    Looking at Handgunlaw, VA and PA residents will be the most likely to take advantage of this since it'll pick up DE (and MN). MD residents can also get DE out of it but FL is probably a better option since you'll need a FL license if you ever visit FL.

    What would this potentially get someone that the Utah permit does not?

    Looking for the best way to carry in PA... Stinks that they made those changes that nulled the Utah permit years ago...

    Great way for WV to bring $$ in from outside their state! Smart of them.

    FL has been doing it for years and has gotten a fair amount of money from me for very little effort on their end.

    Utah gets you WA, but you lose NM & MN. Otherwise the same.

    You're screwed as a MD resident unless you can get a MD permit and then go get a PA permit. Unless you want to open carry anywhere in the state but Philly.
    PA won't honor non-res permits anymore. It's crazy that a (now) felon unilaterally changed the PA policy and the legislature never put it back the way it was :sad20:

    All persons applying for a license must complete a training course in handling and firing a handgun, which includes the actual live firing of ammunition by the applicant. The successful completion of any of the following courses fulfills this training requirement: Provided, That the completed course includes the actual live firing of ammunition by the applicant:

    (1) Any official National Rifle Association handgun safety or training course;

    (2) Any handgun safety or training course or class available to the general public offered by an official law-enforcement organization, community college, junior college, college or private or public institution or organization or handgun training school utilizing instructors certified by the institution;

    (3) Any handgun training or safety course or class conducted by a handgun instructor certified as such by the state or by the National Rifle Association;

    (4) Any handgun training or safety course or class conducted by any branch of the United States military, reserve or National Guard or proof of other handgun qualification received while serving in any branch of the United States military, reserve or National Guard.

    The legislature doesn’t have to (although they should), the PA Attorney Genera can do it.

    Does anybody know what they want to see for the military training equivalency? Would documentation showing that somebody was awarded expert pistol/rifle medals (or other service equivalents), for example, be sufficient?

    to pile on would just straight DD214 work or does it need to show specific handgun?
