    March 12, 2020 Bill Hearings on Senate Bills in the Senate Judicial Proceedings Committee are being heard SPONSOR ONLY. No citizens will be permitted to testify. This is an unconscionable alienation of the rights of citizens to participate in the legislative process.

    If any of these bills pass the Senate, they will then go to the House of Delegates, where they will be assigned to a SPONSOR ONLY Hearing in the House Judiciary Committee.

    This stands in opposition to the Articles 7 and 13 of the Constitution of Maryland Declaration of Rights:

    Art. 7. That the right of the People to participate in the Legislature is the best security of liberty and the foundation of all free Government; for this purpose, elections ought to be free and frequent; and every citizen having the qualifications prescribed by the Constitution, ought to have the right of suffrage (amended by Chapter 357, Acts of 1971, ratified Nov. 7, 1972).

    Art. 13. That every man hath a right to petition the Legislature for the redress of grievances in a peaceable and orderly manner.

    I called and i was told by the chief of staff that they were within their rights to have it sponsor only. If i wanted to protest that to put it in writing and send it to them..

    We never consented to THIS.

    It no longer surprises me to hear chiefs of staff or even the Maryland General Assembly legislators themselves refer to their “RIGHTS” when they “govern.“

    When they assert their “RIGHT TO GOVERN” as they see fit their profound ignorance of basic American civics and government becomes shockingly obvious.

    They don’t even know how to TALK about governing; why then should it surprise us when they stop governing in a lawful manner?

    They don’t know or accept the most basic principle of American government: legislators, and government acting as a body, have “POWERS” - - delegated to them by the CONSENT of the GOVERNED.

    Legislators and the government DO NOT HAVE RIGHTS.

    Citizens (including legislators and staff in their private capacity) always possess their “GOD-GIVEN RIGHTS.“

    When acting as legislators however they SERVE US in government: BUT they do not have the GOD-GIVEN RIGHT to GOVERN.

    They act as if their ”powers” come from themselves, when in fact and under law they derive their powers to govern FROM US.

    Many of these entitled legislators and staff members in Annapolis have neither studied the U.S. nor Maryland Constitutions, much less ever taken or passed a basic American civics class.

    It is at a time like this, when legislators have proposed so many more new needless laws than they can possibly (or properly) “hear“ in legislated public hearings, they simply announce that they have the “RIGHT” TO BAR THE PUBLIC from testifying against THEIR bills.

    Thus, as with the Senate Judicial Proceedings Committee today, they dispense with the authentic legislative hearing process entirely.

    Instead they substitute their version of “legislative theater” in which only BILL SPONSORS may SPEAK for THEIR OWN BILLS.

    AFTER ALL, in Maryland, legislators believe THAT’S THEIR RIGHT.

    Today was ostensibly due to the bills being "late filed" and too close to crossover. They just wanted to get done with hearings.


    It is now a much bigger issue, due to Hogan/Jones/Ferguson statements due to the "Executive Orders" issued today.

    Yes, from what I understand, the MGA is being pushed to wrap it up and end the session early this year. This may work in our favor after all? Fingers crossed, the MGA ends this year's session early and the bills in limbo get the ******** therefore ending up in the circular file for the year. :party29:
