This is not an age decision, it is a physical capability decision. The absolute determiner is do not hurt them!!! One or two good whacks to their shoulder and you've lost them for a long time, if not forever. I've seen this happen with Scouts, who were either pushed by parents, or were determined to keep up with the "guys", who were just too small still.
